本文构建“治理目标—治理动力—治理主体—治理方式—治理客体”区域生态环境治理运行模式框架。通过构建环境规制强度综合指数和绿色经济效率指标体系,对京津冀“2+11”城市的生态环境治理绩效和绿色发展水平进行测度。得出以下基本结论:京津冀区域的环境规制水平不断提高,总体呈现“趋同—分异—趋同”的演化特征;2008~2017年的京津冀区域绿色发展水平稳步提升,区域整体呈现“核心—外围”的绿色经济格局,京津沧唐绿色经济效率明显优于其他城市;环境规制对京津冀地区的绿色经济效率具有正向溢出效应,科技创新和地区产业结构均会对区域绿色经济效率产生影响。但三地的环境治理成效仍滞后于长三角等地区,尚未形成跨区域协同治理的常态化机制。为此,本文从拓展绿色发展空间,构筑绿色治理体系;因地制宜分类施策,促进区域向绿色低碳转型;完善生态补偿机制,强化区域协同治理等层面提出对策建议。
<<This study constructs the framework of regional ecological environment governance operation mode of “governance objective-governance power-governance subject-governance mode-governance object”. By constructing a comprehensive index of environmental regulation intensity and an index system of green economic efficiency,the eco-environmental governance performance and green development level of Beijing,Tianjin and Hebei “2+11” cities are measured. The following basic conclusions are drawn. The level of environmental regulation in Beijing-Tianjin-Hebei region has been continuously improving,showing an overall evolutionary characteristic of “convergence-differentiation-convergence”. From 2008 to 2017,the level of green development in Beijing-Tianjin-Hebei region has steadily improved. The whole region presents a “core-periphery” green economic pattern. The green economic efficiency of these cities of Beijing,Tianjin,Cangzhou and Tangshan is obviously better than that of other cities. Environmental regulation has a positive spillover effect on the green economic efficiency in Beijing-Tianjin-Hebei region. Science and technology innovation and regional industrial structure will both affect the regional green economic efficiency. However,the effectiveness of environmental governance in the three regions is still lagging behind that in the Yangtze River delta urban agglomeration and other regions,and a normalized mechanism of cross-regional cooperative governance has not yet been formed. To this end,this study from the expansion of green development space,to build a green governance system;According to local conditions,classify and implement policies to promote the transformation of the region to green and low carbon. To improve the ecological compensation mechanism,strengthen regional cooperative governance and other levels to put forward countermeasures and suggestions.
