Relieving non-capital functions is the “bull-nose” of Beijing-Tianjin-Hebei coordinated development strategy. On the one hand，it strengthens the innovation leading function of the capital and play its demonstration leading role. On the other hand，it is necessary to guide the rational allocation of the capital city functions in a large region，promote the complementary advantages among the three regions of Beijing，Tianjin，Hebei，and build a competitive and innovative world-class city group. Xiongan New Area，as a non-capital function centralized undertaking area，will become an important pole of Beijing-Tianjin-Hebei world-class urban agglomeration. However，in terms of the current development of Xiongan New Area，it is difficult for Xiongan New Area to form and play the agglomeration effect of innovation resources and elements in a short period of time relying on its own resource endowment. This requires the transfer of knowledge capital，innovation resources and high-tech industries in Beijing，Tianjin，Hebei，and even the whole country to the Xiongan New Area，which will bring the technology，capital，and innovation elements to a wider range of spatial transfer and reintegration. It is necessary to improve the regional innovation ecosystem. By giving full play to the functions of the government，promoting the reform of the system and mechanism，laying out a number of national innovation platforms，promoting the deep integration of industry，University and research，building the innovation and development leading area and the comprehensive reform pilot area，implementing the new development concept，building a high-level socialist modern city，and becoming a national model for promoting high-quality development in the new era.
