本报告选取我国17个创新型城市试点2010~2017年面板数据为样本,采用因子分析与熵值法测算了科技金融指数与创新型城市发展指数,通过面板VAR模型实证探究科技金融及其各维度对创新型城市发展的影响,实证结果表明:科技金融对创新型城市的发展有显著的正向促进作用,且具有长期性。科技金融各维度——政府创新投入、人力资源投入、资本市场投入和企业研发投入对创新型城市发展均具有显著的正向促进作用。其中,政府创新投入或政策支持以及培养人才或人才引进对创新型城市的发展起到更加直接的作用。最后,基于雄安新区现状,本报告从加大政府创新投入、创新资本市场、加强企业研发、吸纳科技人才等方面为雄安新区建设成为国际一流创新型城市提供对策建议。
<<Based on the panel data of 17 innovative cities in China from 2010 to 2017,this study uses factor analysis and entropy method to measure the sci-tech finance index and innovative city development index,and uses panel VAR model to explore the impact of sci-tech finance and its dimensions on innovative city. The empirical results showed:sci-tech finance has a significant positive influence on promoting the development of innovative cities,and it has a time lag effect. However,the impact of sci-tech finance on innovative cities is weak,and there is a threshold. Dimensions of sci-tech finance (government innovation input,human resource input,capital market input,enterprise R&D input) all have significant positive long-term effect on the development of innovative city. Among them,government innovation input or policy support and training of talents or talent introduction play a more direct role in the development of innovative cities. Finally,based on the current situation of Xiongan New Area,this study provides suggestions for the construction of Xiongan New Area into an international first-class innovative city from the aspects of increasing government innovation input,innovating capital market,strengthening enterprise research and development,and absorbing scientific and technological talents.
