    2014~2020年京津冀区域协同治理的进展与趋势

    摘要

    本文构建了“治理主体协同—治理客体协同—治理制度协同”三个维度的区域协同治理分析框架,从中央和地方政府的府际关系、市场主体、社会群体等方面构建治理主体协同系统;从产业、交通、生态、创新、公共服务五个层面构建治理客体协同系统;从价值目标、议程设置、目标规划、决策方案、行动过程五个方面构建治理制度协同系统。同时,针对京津冀区域协同治理的现状及进展进行综合分析,得出以下基本结论。从治理体系来看,京津冀区域协同治理体系初步形成,地方政府合作治理进展显著。从治理客体来看,三地产业分工程度有所提升,但津冀两地产业同构现象依然固化;区域交通一体化持续推进,京津石保唐始终是区域重要的交通枢纽城市,交通拥堵治理初见成效;生态环境联防联控成效显著,环境规制呈现“趋同—分异—趋同”的演化特征;区域创新分工、联系与协同能力不断增强,初步形成以京津为核心、以石保廊为节点城市的协同创新网络;区域公共服务水平总体提升,河北相对落后。从协同治理短板来看,京津冀存在区际治理协作程度偏低、产业链衔接不足、区际生态补偿机制尚不完善、冀北和冀南地区交通网络化程度低、河北在区域创新体系中融入性不足、区域公共服务供给模式单一等现实问题。最后,从构建京津冀区域多中心协同治理网络体系、强化区域产业分工治理能力、完善交通路网、构建基于自然资源产权化的跨区域生态补偿机制、建立跨区域多元主体协同创新共同体和完善多元化公共服务供给模式等方面提出推进区域协同治理进程的具体建议。

    Abstract

    This study constructs a regional cooperative governance analysis framework with three dimensions of “coordination of governance subjects-coordination of governance objects-coordination of governance systems”. We also constructs a coordination system of governance subjects from the aspects of intergovernmental relations between central and local governments,market subjects,social groups,and building a collaborative system of governance objects from five levels of industry,transportation,ecology,innovation and public service,and construcing the coordination of governance system from the five aspects of value target,agenda setting,planning system,scientific decision-making and action process. This paper makes a comprehensive analysis of the coordinated governance in Beijing,Tianjin and Hebei region. The following basic conclusions are drawn:from the perspective of the governance system,the Beijing-Tianjin-Hebei regional cooperative governance system has taken shape initially,and the local governments have made remarkable progress in cooperative governance. From the perspective of governance objects,the division of labor among the three industries has improved,but the phenomenon of industrial isomorphism between Tianjin and Hebei is still solidified. Regional transportation integration continues to advance. Beijing,Tianjin,Shijiazhuang,Baoding and Tangshan have always been an important transportation pivot in the region,and traffic congestion control has achieved initial results. The joint prevention and control of ecological environment has achieved remarkable results,and environmental regulations show the evolutionary characteristics of “convergence-differentiation-convergence”. The division of labor,connection and synergy of regional innovation have been continuously strengthened,and a collaborative innovation network has initially taken shape with Beijing and Tianjin as the core and Shijiazhuang,Baoding & Langfang as the node city. The overall level of regional public services has improved,while Hebei is relatively backward. Judging from the short board of cooperative governance,Beijing,Tianjin and Hebei have some practical problems,such as low degree of cooperation in interregional governance,insufficient link of industrial chain,imperfect interregional ecological compensation mechanism,low degree of transportation network in northern and southern Hebei,insufficient integration of Hebei into regional innovation system,and single mode of regional public service supply. Finally,specific suggestions are put forward to promote the process of regional cooperative governance from the following aspects:building a multi-center cooperative governance network system in the Beijing-Tianjin-Hebei region,strengthening the ability of regional industrial division of labor and governance,improving the construction of transportation network,building a cross-regional ecological compensation mechanism based on the property right of natural resources,establishing a cross-regional multi-subject cooperative innovation community and improving the diversified public service supply.
