It is of great significance to construct industrial ecosystem dominated by high-end high-tech industries，in order to make up for and integrate the innovative ecosystem and drive the high-quality development of Xiongan New Area synergistically. Based on the reality that the traditional low-end industrial communities are the main bodies of Xiongan New Area at current stage，it’s very important to study the future industrial communities’ development relationships and interactive evolution results. In order to achieve the goal of building a modern industrial system，the report uses Lotka-Volterra model to deduce the evolution process of interaction between high-end high-tech and traditional industrial communities，the results show that：the competitive substitution and complementary symbiotic relationships between high-end high-tech and traditional industrial communities are generally affected by their respective values，irreplaceable，competitiveness and the sizes of benefits created；opening access to resources can maintain the stability of complementary symbiotic relationships between communities；in the dynamic environment，the decrease of competition intensity can promote the industrial communities to maintain the best complementary symbiotic relationship after dynamic transformation. According to the results of theoretical analysis and the planning objectives and high quality development orientation of Xiongan New Area，from the perspective of guidance ideology and security mechanisms，the report puts out the general principles of grasping the development direction of the new area，handling the relationship correctly between industrial communities and integrating into the regional environment of Beijing-Tianjin-Hebei actively，and realize the idea of the construction of the industrial ecological system，including the mutual integration of industrial chain，the innovation chain，the value chain and the service chain；meanwhile，it’s supposed to establish guarantee system of industrial communities from the aspects of institutional mechanism，industrial system，innovation system，capital acquisition and utilization.
