“Building an international first-class innovative city” is Xiongan New Area’s strategic goal and Xiongan New Area’s historical mission to explore innovative development models in the new era. This report points out that the fundamental driving force for Xiongan New Area’s development is innovation，and the model is to build an innovative ecosystem with “strong and peaceful characteristics”. Based on the analysis of the theoretical basis，operation mechanism and governance mechanism of the innovative ecosystem in Xiongan New Area，and combined with the construction status of innovative ecosystems in Beijing-Tianjin-Hebei region and Xiongan New Area as well as typical cases of regional innovative ecosystems at home and abroad，this report proposes the 2.0 framework of innovative ecosystems. Due to the short establishment time of Xiongan New Area and the imperfect system construction，in order to effectively form a dynamic evaluation mechanism for the “process-oriented” construction of Xiongan New Area’s innovative ecosystem，36 innovative cities in China are selected for comparative analysis of “comprehensive evaluation of innovative ecosystem”，and three primary indicators are established：growth，activity and suitability. The evaluation system of innovation ecological index，which is composed of “development index”，“vitality index” and “suitability index”，should be compiled correspondingly. The construction and growth of innovation ecological system in Xiongan New Area should be comprehensively evaluated，and the results feedback and operation mechanism and coordination mechanism should be established to better promote the generation of innovation ecological system in Xiongan New Area and to point out the direction for the growth path of innovation ecological system.
