2019年以来,全球电动化进程加速推进,主要国家供需两端政策持续发力,跨国企业纷纷加快产品投放,全球新能源汽车产业呈现加快发展态势。我国新能源汽车政策及标准法规不断完善,产品技术水平稳步提升,新技术和新消费模式不断应用,市场销量连续五年位居全球第一。但经济下行压力加大、新冠肺炎疫情等外部不利因素凸显,产品竞争力不足、使用环境亟须改善等问题也没有根本解决。2019年我国新能源汽车市场首次出现下滑,2020年以来市场仍保持低迷态势。建议以促消费和强创新为着力点,精准施策、远近结合,近期聚焦促消费,稳定新能源汽车市场;远期加强顶层设计,强化创新推动,促进产业高质量发展。
<<Since 2019,the global vehicle electrification process has been accelerating. The major countries have offered increasingly powerful supporting policies for both the supply and demand sides while multinationals all speed up their product release. Therefore,the global NEV industry has maintained rapid development. In China,NEV policy,standard and regulations keep improving,product technical level rising steadily,new technologies and new consumption modes are being applied,the sales volume has ranked first in the world for five consecutive years. However,the external negative factors as economic slowdown and COVID-19 are obvious,while many domestic problems are also still unsolved such as Chinese products lacking competitiveness,environment of consumption and using still badly requiring improvement etc. In 2019,Decline appeared in the China’s NEV market for the first time. Since the start of 2020,the market has still been trapped in depression. The book suggests China stimulate both consumption and innovation,draft precise polices and take targeted measures,consider both short-term and long-term. In the short term,China should focus on promoting consumption,stabilize the NEV market. In the long-term,China should improve top level design,optimize the policy environment and promote high-quality industrial development.
