Be based upon the growth from 1998 to 2018，to aim at the target of extended demotic culture and education consumption demand and advanced sharing between urban and rural areas，measuring to the “due space” of Inner Mongolia’s total culture and education consumption demand in urban and rural areas in 2018 are as follows：70.744 billion yuan in the target valued coordinated supply-demand；102.531 billion yuan in the target valued avoiding negative correlation；130.345 billion yuan in the target valued optimal proportion；130.345 billion yuan in the target valued lowest urban-rural ratio；148.835 billion yuan in the target valued closed urban-rural ratio；219.539 billion yuan in the target valued no urban-rural gap. But Inner Mongolia’s actual gross in 2018 is only 57.467 billion yuan.
