As a part of the complete set of Annual Evaluation Report of China’s Cultural Consumption Demand，this evaluation system is an extended development of China’s culture and education consumption demand evaluation system. It aims to advance the ultimate target assessments：Based upon the test on “Culture Table” of the residents’ consumption demand in urban and rural areas，we measure the ought-to-be gap and the ideal gap of the spiritual and cultural consumption demand growth. On the basis of this，we can reversely calculate the income of “Cultural Crops” of the production supply and predict the due space for the development of cultural industry. By means of people’s livelihood foundation coefficient，the people’s livelihood consumption coefficient and the cultural demand coefficient，it is to test the coordinated gap between the culture and education consumption demand growth and the production value，the residents’ income，the necessary consumption and the necessary consumption surplus growth. According to the urban-rural gap，regional differences，the coordinated ought-to-be growth and the balanced ideal growth，which are measured by the urban-rural ratio and the regional difference indicators，it is to test the coordinated supply-demand growth target of the cultural industry and culture and education consumption across China.
