2000～2018年，全国16个省域文化投入总量年均增长超过15%，其中1个省域总量年均增长超过20%，海南、北京、青海、西藏、陕西处于总量增长及份额提升前5位；11个省域文化投入人均值年均增长超过15%，海南、青海、西藏、北京、陕西处于人均值增长前5位。各省域文化投入增长综合评价排行：无差距理想值横向测评，西藏、北京、海南、青海、上海为“2018年文化投入指数排名”前5位；自身基数值纵向测评，海南、青海、西藏、北京、陕西为“2000～2018年文化投入指数提升度”前5位；海南、西藏、青海、北京、陕西为“2005～2018年文化投入指数提升度”前5位；海南、湖南、湖北、山西、福建为“2010～2018年文化投入指数提升度”前5位；山西、海南、湖北、河北、北京为“2017～2018年文化投入指数提升度”前5位。
<<From 2000 to 2018，the total culture investment increased with annual average of more than 15% in 16 provinces，in 1 of which by over 20%；Hainan，Beijing，Qinghai，Tibet and Shaanxi ranked top 5 in the total growth. The per capita value of culture investment increased with annual average of more than 15% in 11 provinces；Hainan，Qinghai，Tibet，Beijing and Shaanxi ranked top 5 in the per capita value growth. The rankings of the comprehensive evaluation of the culture investment growth across the provinces are as follows：In the lateral evaluation of ideal value without urban-rural and regional gaps，Tibet，Beijing，Hainan，Qinghai and Shanghai ranked top five in the “2018 annual culture investment index leaders”；In the vertical evaluation of self-base value throughout the past years，Hainan，Qinghai，Tibet，Beijing and Shaanxi ranked top five in the “2000-2018 culture investment index runners-up”；Hainan，Tibet，Qinghai，Beijing and Shaanxi ranked top five in the “2005-2018 culture investment index runners-up”；Hainan，Hunan，Hubei，Shanxi and Fujian ranked top five in the “2010-2018 culture investment index runners-up”；Shanxi，Hainan，Hubei，Hebei and Beijing ranked top five in the “2017-2018 culture investment index runners-up”.
