The Central Government has the full power to govern the Hong Kong and Macau Special Administrative Regions. This includes both the powers directly exercised by the Central Government and the authorization of the Hong Kong Special Administrative Region to exercise a high degree of autonomy in accordance with the law. For the high degree of autonomy of the Hong Kong Special Administrative Region, the Central Government has the power to supervise. However, in Hong Kong and Macao, whether the central supervisory power should exist, what the central supervisory power includes, and how the intensity of the central supervisory power should be guaranteed, especially the relationship between the central supervisory power and comprehensive governance power, etc. There is also controversy. This situation will undoubtedly affect the further implementation of the central supervision power, the deepening of comprehensive governance power, and even the smooth implementation of the "one country, two systems" practice.
