The central government has full power to govern the Hong Kong and Macao Special Administrative Region, but in practice, it is not difficult to find that there are still many obstacles to the implementation of the central power. Regardless of the "wake-up" of power or the supervision and cooperation of autonomy, today, with the goal of building a country ruled by law, standardization and institutionalization are issues that must be faced. In order for the central government to exercise full power over Hong Kong and Macao to get rid of the state of "no teeth" in the constitution, its power regulations must be specified. Among them, the content of the central directive power is very rich, and it is an important system for the central government to implement comprehensive governance power. Therefore, the purpose of this article is to try to discuss how the central directive power is standardized in the context of autonomous supervision.
