The premise of central governance is that the People's Republic of China resumes exercising sovereignty over Hong Kong and Macau. In recent years, some people in Hong Kong and Macao have been biased in their perception of central governance. As far as the concept of sovereignty itself is concerned, many scholars have discussed it many times. Some people think that the concept of sovereignty is outdated and raised the question of whether sovereignty should end. Therefore, this paper believes that it is necessary to further study this long-established concept, especially how to understand the content and meaning of sovereignty in the context of the Special Administrative Region. This article starts with the basic definition, analyzes the significance of the concept of sovereignty in the current context, especially in the context of the Special Administrative Region, and then clarifies the relationship between sovereignty and overall governance. At the same time, I hope to resolve the existing differences and disputes, in order to facilitate the further stability, consolidation and development of the relationship between the central and special administrative regions.
