It has been more than 30 years since Deng Xiaoping put forward the great concept of "one country, two systems". The world-renowned achievements of Hong Kong Special Administrative Region and Macau Special Administrative Region in politics, economy, rule of law, culture and other aspects have proved that "One Country, Two Systems" is powerful Vitality. At the same time, more than 30 years of "one country, two systems" theory and practice have also raised many issues, especially the challenges encountered in the relationship between the central and the special administrative regions, which require scholars to further analyze theoretically and give systematic and structured arguments.This article expounds the central government's power over the special administrative region from three dimensions: the relationship between universality and particularity, the relationship between the central government and the special administrative regions, and the legal norms, legal systems, and real political relations,and then develops the entire central governance power research system.
