This topic takes the establishment of a new type of social mobilization system for party organizations in X District as an example. Based on the logic of "social rationality and elite governance embedded in social mobilization," it follows the principle of putting people first, realizing the improvement of the main body of social mobilization and the construction of an elite governance research framework. At the same time, this topic further explores the more flexible integration and mobilization mechanism in the Chinese governance context above party and government mechanisms and social mechanisms, so that the two implicit governance mechanisms can mutually empower and harmoniously coexist under a framework. <<
