This article analyzes the selection of X and Y zones as typical cases and uses them as the specific basis for new governance practices brought by the country's top-down penetration and social bottom-up growth. First, as a sample of investigation, Zone X and Zone Y can better help us analyze and explore how the two-way interaction between the state and society shapes the social governance of the community. The second is that the X and Y areas are typical areas of community governance innovation in Guangdong Province and even across the country. Governance experience has its own characteristics.
