With the continuous advancement of technology, the Internet itself has become part of the government system. Through the Internet, the public is increasingly participating in specific policies. Policy formulation is an important link after the discovery of policy issues. Policy formulation is to face established policy issues, follow scientific principles, propose policy plans, evaluate and select relevant plans for optimal use. Based on the interviews, this article classifies public policies according to the characteristics of the problem structure based on China ’s special political system and the characteristics of Chinese Internet public participation in public policies.
