Under the guidance of the “12th five-year” Plan for National Economy and Social Development，designing the Nansha’s strategic position should be focused on “forging a new Guangzhou”. With the global viewpoint and prospect thinking，the development of Nansha should be located on the comprehensive coordinate system of promoting PRD integration，collaborating with HK & Macao，and serving the national development，with the overall consideration on allocating the social & administrative resources and their correlations with the requisites of production. According to this conceptualization，Nansha is eligible for the new city center location for advancing Guangzhou’s transcending economic and social development，acting as the new provincial administration center，so as to reshape the new territory of Guangzhou’s bi-polar space structure with the old urban centre and new Nansha city，and further propel the development of Nansha’s current potential comparative advantages into practical competitive edge.
