Through data investigation，this paper analyzes the emergency preparedness and medical treatment capacity of 33 public hospitals. Research shows that the hospitals face some prominent problems，such as insufficient beds，weak risk management awareness，inadequate emergency material reserve，unstandardized configuration of rescue equipment，and vacancy of psychological department. It is suggested that the hospital should implement routine risk management，strengthen emergency supply chain management，and enhance medical treatment capacity.
