为促进房地产行业健康发展,改变我国房地产金融属性,确保人民住房水平随城镇化建设逐步提高,近年我国房地产政策逐渐转向“租购并举”,发展住房租赁市场成为调控房地产市场的一种长效机制。2015年至今,国家相继出台系列政策,引导住房租赁市场发展。然而,住房租赁行业在我国仍为新兴行业,处于发展初期阶段,行业发展快速推进的同时诸多问题也暴露出来。因而国家政策加码的同时,相应的监管体系也逐步建立起来。在中央层面政策导向指引下,省级、市级地方政府因地制宜,积极出台系列政策,2019年相关政策条例不断细化明确并进入落地阶段。

The government has introduced a number of policies to guide the delelopment of housing rental market in China since 2015. Chinese housing rental market still in the initial stage,meanwile,with the accelerate development of housing rental market more problems emerged,so the gorverment strengthens the policy support and enhances the supervision at the same time. The local government of housing rental hot spots area had introduced a lot of policies according to the local conditions,under the central government guidance in 2019.
