改革开放40多年来,中国房地产市场以商品住房购买为主导。1998年中国住房制度改革以来,政府导向多为鼓励居民购买商品房,到2010年,我国住房自有率常年维持在70%以上。居民商品住房自有率较高造就了中国商品住房市场的空前繁荣与发展,也成为国家经济增长的重要原动力之一。但随着城镇化建设加速,近年一线、二线城市房价快速飙升,城市中低收入群体以及新进流动人口支付能力较弱,无力进入商品房市场,基本居住需求出现矛盾。为保证城市中低收入居民的基本居住条件,化解城市中低收入居民的居住需求矛盾,发展中国住房租赁市场势在必行。

The contradiction of residential demand intensified in last decades,since the house-price shooting up with the urbanization process accelerating,more and more middle-low income communities could not afford house purchasing in major cities. It is necessary to develop housing rental markets in China,for securing the middle-low income communities residence demand and resolving the contradiction of real estate market.
