The 70 years since the founding of People’s Republic of China has seen great changes in science popularization personnel policies. In this paper，a social network analysis is made on the discourse of science popularization personnel policies adopted from 1994 to 2018，with the policies divided by stages based on their nature and connotation of the times，so as to explore the evolution trend of science popularization personnel policies. Further analysis of the evolution trend shows that the science popularization personnel policy system develops towards continuous enrichment and improvement on the whole，and it is also in need of new policies due to such problems as obvious marginalization of policy behavior network nodes，incoordination between purposeful policy behaviors and instrumental policy measures，and weak connection between behaviors in the policy keyword network. Based on this，prospect is made for the development trend of science popularization personnel policies，with a view to providing appropriate theoretical support for the construction of science popularization personnel policy.
