Taking into consideration the growth cycle of culture firms and particularity of managing culture projects，policy-makers should meet the needs of culture companies and deal with the sore points of their development to better implement relevant policies. Based on evaluations of business environment by surveying culture companies，this article analyzes some innovative examples of improving business environment in the culture sector，and put forward suggestions such as improving the precision of reforms to streamline administration and delegate power，improve regulation，and upgrade services in the culture sector by the use of big data.
