明确首都城市发展定位，坚定文化自信，围绕“做好首都文化这篇大文章”，持续深入推进北京全国文化中心建设，是北京市坚持以创造性转化和创新性发展推动首都文化建设的主题。2019年，北京市在全国文化中心建设各个方面取得重要成就。本报告研究分析表明，在2019年相关指数排名中，中国内地一线城市北京、上海、深圳、广州在经济竞争力、可持续竞争力、营商城市竞争力和科技领先力等方面都处于全国城市前列，但北京在宜居城市竞争力上较弱，北京的经济竞争力排名第5，可持续竞争力排名第2，宜居城市竞争力排名第13，科技领先力排名第2，这表明北京在城市总体竞争力方面位居全国前列，宜居城市竞争力有待加强。在2015年以来的百强城市排名中，北京、上海、广州和深圳的综合排名连续五年稳居前4位，体现了全国最强的城市综合实力。在2019年中国百强城市排名中，北京的经济指标和软经济指标均位居全国城市第1，软经济指标的文化分值排名前5位的城市分别为上海、北京、深圳、杭州和广州。在发挥文化的经济作用方面，北京、上海和深圳具有明显的竞争性，具体表现在中国城市文化发展上，2019年，北京在中国城市文化品牌、文化产业、文旅形象、文化旅游和城市创意指数排名中均位居第1，北京的文化产业增加值占GDP的比重为9。64%，位居全国第1，这些指数排名表明北京作为全国文化中心所具有的优势地位和取得的重要成就，但与世界重要城市仍有较大差距。
<<Making clear of the capital’s developmental orientation，strengthening the cultural confidence，Beijing keeps pushing forward the construction of the national cultural center，persisting the creative transformation and innovative development，in order to advance capital’s cultural development. In the year of 2019，Beijing has made great achievements in every aspect of the development of national cultural center. According to the analysis of this report，in the ranking of the related index in 2019，first tier cities in the mainland such as Beijing，Shanghai，Shenzhen and Guangzhou have maintained the forefront in the country in aspects of economical competitiveness，sustainable competitiveness，business strength and technology strength. Beijing ranked 5th in the economical strength，2nd in sustainable competitiveness and leading technology，but listed 13th in livable city competitiveness，which suggest Beijing’s comprehensive competitiveness is in the first place in China，but livable competitiveness is relatively weak. In the ranking of top 100 cities in China，Beijing，Shanghai，Guangzhou，Shenzhen have maintained top 4 in five consecutive years from the year of 2015，these four cities reveal their capacities in the urban overall competitiveness in Chinese cities. In the ranking of top 100 cities in 2019，Beijing’s economic indicator and soft economic indicator ranked 1st，Shanghai，Beijing，Shenzhen，Hangzhou and Guangzhou are top 5 cities in cultural score in soft economic indicator. In aspect of initiating economic power of cultural，Beijing，Shanghai，Shenzhen are very competitive，which reflect in the development of urban culture，in 2019，Beijing ranked 1st in urban cultural brands，urban cultural & creative industries，image of culture and tourism，cultural tourism and urban creativity index，the ratio of the added value of cultural industry to GDP is 9.64%，which is the 1st in China. As the national cultural center，these indexes suggest Beijing is in the dominant position，but there is a certain gap between Beijing and some international cities.
