City quality refers to the taste and quality of a city，and the competition of modern cities is basically the competition of city quality. Improving the quality of urban governance answers the need to implement the new development concept and comply with the laws of urban development. City quality not only represents the quality of urban development，but also reflects the level of modern urban governance. The promotion of the modernization of national governance system and capabilities is inseparable from the improvement of city functional quality. With China’s economic and social development，and the acceleration of marketization and urbanization，cities have shown more and more special advantages and roles in terms of economic status，functional structure，spatial orientation，and governance efficiency. To improve city qualities，efforts must be made to highlight planning guidance，prioritize industries，and focus on ecological protection，scientific governance，and putting people first.
