Using the Lead through Party Building （LPB） initiative to guide the Respond to Whistle Blowing （RWB） reform is the top reform project of Beijing Municipal Party Committee. It is a new measure to shift the gravity of governance and service to the basic-level and gradually develop a new model of megacity governance characteristic of the capital city. The model has far-reaching theoretical and practical implications for providing “last mile” services and modernizing local governance. Based on the practice of Shunyi district，this paper summarizes how district has promoted “four changes” and developed new mechanisms for using the RWN initiative to guide basic-level governance. The research aims at solving problems such as slow response to complaints，poor coordination of functional departments，unbalanced allocation of rights，responsibilities and benefits among authorities，and excessive burden of governance at the community level. The paper provides a Shunyi approach for using the LPB initiative to guide the RWB reform.
