The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China stressed that we should jointly build a participatory and inclusive social governance system，which means all should participate in，take responsibility for and benefit from the social governance system. Dongcheng District，as the core area for the capital functions，must modernize its governance to meet public expectations for a big country and its capital city. The district encompasses the functions of Beijing as “four centers” and represents the benchmark of “four services”. In recent years，Dongcheng District has regarded serving the capital’s functions as the essential part of its work. Based on its strategic orientation as “four centers”，Dongcheng District has performed its duty of providing “four services”. Through the LPB initiative，better cooperation between central and local governments，and joint efforts by all stakeholders，the district has renewed ways in basic-level governance，created a safe and excellent environment for the central leading bodies of the Party，the government and the military and created a beautiful environment for residents.
