Based on discussion of the internet communication legislation of the U.S.federal government，the paper analyses some issues including regulation of the copying and distributing of the copy right works，limitation of unhealthy contents and junk e-mails of the internet，government legal norms on internet commutation practice and the correlation of the internet communication legislation，the business interests of the powerful interest group and the national interests.
