Zhanjiang is one of the first 14 open coastal cities in the country that General Secretary Xi requested Zhanjiang to become an “important development pole” for the construction of a modern coastal economic belt，while the Guangdong Provincial Party Committee gave Zhanjiang a strategic position of “provincial sub-center”. This article，standing at the strategic height of Zhanjiang’s long-term development，starts with clarifying the need to become a special development zone of the Guangdong-Hong Kong-Macao Greater Bay Area and then objectively analyzes the advantages of Zhanjiang. After in-depth investigation and analysis，we proceed from the reality of Zhanjiang and propose to actively integrate into the construction of the Guangdong-Hong Kong-Macao Greater Bay Area by finishing “five dockings”，using the “enclave” mode as the starting point，establishing the strategic goal of creating a special development zone for the Guangdong-Hong Kong-Macao Greater Bay Area，striving for the policy and establishment of the Guangdong Free Trade Zone “Marine industry” development，and promoting co-construction of Guangdong，Hong Kong and Macao marine industry cooperation pilot platform by providing suggestions and feasible practices.
