2016~2019年,文化和旅游部(原文化部)非遗司陆续启动了针对《中华人民共和国非物质文化遗产法》的贯彻落实情况、国家级“文化生态保护实验区”的总体规划和实施情况、国家级非遗代表性项目的保护状况、国家级非遗项目代表性传承人的传承状况等一系列评估或评估试点工作。此举表明,我国的非遗保护工作已经由注重“保护名录”转到了注重“保护成效”的阶段。国家每年投入大量的人力、物力、财力进行大规模的非遗保护工作,这些巨大的投入到底取得了哪些成效?获得了怎样的效果?又在多大程度上促进了具体对象的保护、传承和发展?等等,这些都需要对具体的保护工作进行全面的“保护成效”评估。而自2014年8月27日的国务院常务会议决定将“第三方评估”制度化以来,“第三方评估”在我国的非遗保护工作中,就逐渐发挥了重要的积极作用。
