with the formation of super large cities and the agglomeration development of regional economy，all kinds of production factors of cities are highly concentrated，and population，resources，information and so on are continuously coupled and interwoven，which causes great pressure on the safe carrying capacity of cities. As the capital of China，Beijing has a special political and economic status，and security development has become the top priority. This paper analyzes the current urban risks faced by Beijing，explores how to build a high-quality and safe development path in the process of urban development，and provides a useful reference for the urban safety construction of Beijing.
