Under the guidance of the new edition of Beijing’s urban master plan，Beijing has established a timetable and “construction drawings” for optimizing the business environment reform in the latest three years，but the relatively high incidence of corporate crime in the capital area is not in line with it. This is not only contrary to the strategic deployment of the CCP，who establish Beijing and other mega cities to take the lead in strengthening business environment reform，but also seriously affects the sustainable and healthy economic development and the stability of social security in the capital region to a certain extent. Therefore，we must attach great importance to this kind of crime phenomenon，stand at the height of national governance modernization，fully grasp the latest development trend of this kind of crime，based on the new era of Beijing’s urban master plan，with the optimization of business environment as the focus point，adhere to the principle of both dredging and blocking，and build a corporate crime governance system of “government enterprise” cooperation mode.
