The important role of communities in the modernization of national governance system and governance capabilities has become increasingly apparent. As policy innovation，community foundations have also attracted much attention in promoting community autonomy，developing community building，participating in community governance，and improving social cohesion. Through a comparative study of the five community foundations currently established in Beijing，this article finds that Beijing community foundations are mainly faced with ambiguous positioning and functions，lack of guidance and cultivation of related policies，insufficient professional capabilities of the foundation’s operating team，and challenges for raising fund. Therefore，this article proposes to define the community foundation’s position as a community public welfare support system. The government needs to strengthen its policy support and guidance to the community foundation. The community foundation itself must focus on the construction of professional operating capabilities，and build a communication platform to enhance the community Suggestions on the effectiveness of the foundation’s advocacy.
