This article firstly analyzes the connotation and fractures of the cruise industry and its domestic and international development. It considers that the overall cruise industry in China is still in the downstream field. Then it introduces the current situation of the cruise industry in Guangzhou，and summarizes the favorable conditions and challenges of developing the cruise industry in Guangzhou. Being problem-oriented，six countermeasures were proposed on optimizing policy guidance，improving infrastructure and supporting services，extending the industrial chain，integrating tourism resources，perfecting emergency management systems，and attaching importance to personnel training.
