In 2019，the Fourth Plenary Session of the 19th Central Committee of the CPC formally proposed “Social Governance System” as an important content of “adhering to and improving the socialist system with Chinese characteristics，promoting the modernization of national governance system and governance capacity”，and proposed the concept of “Social Governance Community” for the first time. This report is based on the important exposition of XiJinping’s new socialist ideology of China with regard to the National Cyber Development Strategy，and analyzes the development performance of China’s Political New Media in 2019 in implementing the “profound understanding of the role of the Internet in national management and social governance”. It is pointed out that “Internet governance”，“Social governance” and “National governance” have formed an Convergence Governance System，and have gone to “Governance Convergence” through “Media Convergence”. Meanwhile，this report puts forward the top-level design suggestions of “Six Reengineering” of Idea-reengineering，Organization-reengineering，System-reengineering，Function-reengineering，Platform-reengineering and Process -reengineering on how to realize the transformation of institutional advantages into governance efficiency under the guidance of National Cyber Development Strategy.
