It is an important step in deepening medical reform and institutional innovation to build a people-centered integrated care system. Based on the changes of the concept and connotation of the people-centered integrated care system，this paper defines the essence and main mechanism of the integrated service system with Chinese characteristics. Based on the necessity of systematic analysis，this paper puts forward the overall idea and main mode of constructing the integrated medical and health service system in China，and puts forward policy Suggestions from the perspectives of system construction，Primary health service network，capacity improvement，system and mechanism guarantee.
