With the modernization of education governance，the autonomous development of schools is drawing more and more attention. Taking the autonomous development project involving 16 schools in Weifang Hi-tech zone as the research example，this article discusses how the project realizes both empowerment and energization in a scientific and standardized mechanism，enhancing motivation and autonomy of schools while realizing their value，thus forming a real and effective modern multi-stakeholder governance mechanism. In specific，the paper explores the project’s mode of operation involving empowerment and energization，and analyzes the effect in the growth of autonomy and innovation ability.
