<<In order to completely reverse the direction of unscientific education evaluation,and comprehensively strengthen education governance system and governance capacity building,Jinzhong City in Shanxi Province has promoted the Principal’s Professional Ranking System and the co-development of ordinary and vocational high schools. It has also introduced a series of major reforms in education evaluation,teacher management,and evaluation of teachers’ professional titles in schools. Together,these measures have removed institutional obstacles to stop evaluation from dictating the rest of education and helped do away with the long-time focuses on exam scores,university admission numbers,graduation rate,number of publications,and professional titles. As a result,the city has fully stimulated the vitality of its education development.
