The collaborative governance of the construction of the public service system of inclusive preschool education is an important measure to create a system that is greater than the sum of its parts. Considering problems such as lack of alignment among different stakeholders’ goals and interests，lack of clarity in what they can and should do，and lack of clear procedures for the collaborative governance process，we should explore the paths to realize multiple cooperative governance of the public service system of inclusive preschool education，and promote concord in interests and targets between the government，market，social organizations and individual citizens，forming a coordinated and cooperative preschool education management pattern in which all parts have different functions but the same objectives，and thus meeting people’s expectations for preschool education.
