受学龄人口变动和编制紧缩政策的双重影响,编制供需矛盾突出,主要表现为编制核定难以适应学龄人口动态变化,编制供给未能支撑义务教育质量全面提升,编制管理不利于教师队伍结构优化。为实现师资供需平衡,各地进行体制内盘活编制、全员实施聘任制、聘用编外教师等改革实践,但仍存在诸多局限。在保证教师队伍质量和稳定的改革前提下,建立科学的编制配置体系,拓宽教师补充渠道,健全教师退出机制。
<<Affected by the change in the school-age population and the staffing austerity policy,the contradiction between supply and demand of teachers is prominent,which is mainly manifested in that the current authorized size of teachers fails to fit the dynamic change of the school-age population or guarantee the quality of compulsory education,and the management of authorized teachers is not conducive to the optimization of staffing structure. In order to achieve a trade-off between supply and demand of teachers,reform and practice have been carried out in various places,including circulating resources within the system,implementing the employment system for all and hiring teachers outside the staffing system. However,limitations still exist. Based on the premise of ensuring the quality and stability of the teaching staff,we should establish a scientific allocation system of authorized teachers,broaden the channels to supplement,and improve the withdrawal mechanism.
