China launched an important policy to improve the basic schooling conditions of weak schools at compulsory education stage in poverty-stricken areas in all-around way as a significant strategy made in the 18th Chinese People’s Congress. It was considered as a necessary step in the country’s development of its compulsory education and an inevitable process of compulsory education policy evolution. Since the launch of the policy in 2013，primary and middle school conditions have seen fundamental improvements，with renovated campuses and adequate teaching facilities. Although there are still a few remaining problems and there are still weak points in compulsory education that need to be improved，China’s primary and middle schools are no longer stuck in weak schooling conditions and are ready to move onto the next stage of development focused on quality of education.
