    走进“后普及教育时代”的中国教育

    摘要

    2019年是新中国成立70周年,中国教育的发展成就举世瞩目。国家高密度、高规格地出台各种教育政策,致力于保障教育的公共性、公益性价值,阻断市场化的侵袭。由于应试教育的整体环境仍待治理,中小学生减负、中高考素质教育评价、校园欺凌等问题仍然是社会热点。学前教育新政如何落地、民办教育分类管理的新格局如何实现,需要在教育治理现代化的实践中创新性地去探索。21世纪的第三个10年,中国教育进入“后普及教育时代”,我们需要对教育变革有危机感、紧迫感,需要有前瞻性的思维和布局。

    Abstract

    70 years after being founded,the People’s Republic of China has attracted worldwide attention for its achievements in education. During this period,the country has issued various high-level policies to maintain education as a public good and protect its public nature against the invasion of marketization. As it continues to steer away from being too exam-oriented,China’s education still faces important challenges such as how to ease the academic burden among primary and middle school students,how to reform the one-size-fits-all type of evaluation for high school admission,and how to deal with bullying among students. Urgent issues also include how to implement the latest policies in early childhood education and how to manage the reform in classifying private education into for-profit and not-for-profit sectors. Innovative solutions need to be developed for these issues while China’s education governance undergoes modernization. The third decade of the 21stcentury will see China enter a “post-universal-access era”. The article highlights a sense of urgency for reform and calls for forward thinking and vision.
