本报告采用规范研究与实证研究相结合、历时比较和共时比较相结合的方法,爬梳1998~2017年的天龙屯堡文化旅游产业发展脉络,认为天龙屯堡文化旅游产业呈现出了顶层设计汇聚民意、上下联动效能凸显、文旅融合发力较早、品牌体系逐步完善、旅游资源涵括广泛、文化生境独具特色、公共设施不断完善、旅游格局日益形成的发展条件。同时,天龙屯堡面临文旅产品难以联动、点轴效应尚未形成、交通布局仍显粗放、景区切换极不便利、综合配套尚不完善、产业集群仍需培育、政策落地效果不佳、营销方式亟须优化的发展困境与发展劣势。基于上述原因,结合贵州本土文旅发展的实践,报告提出了贵州文化旅游融合发展的现实路径与战略建议,认为可创设一套“旅游智慧平台、全域旅游地图、多维宣传体系”的标识体系,坚持“大扶贫+大旅游”“大数据+大旅游”两条主线,实现“文化持有主体转为旅游形象大使、艺术创意创作转为旅游创意产品、非遗文化资源转为旅游核心资源”三个转变,确保政府、游客、旅游公司、文化持有人四位一体协同发展,发展“农耕文化+旅游”“工业文化+旅游”“特色文化+旅游”“民族文化+旅游”“科普文化+旅游”五种模式,采用直接利用、整体提升、还原再现、集中展示、主题附会、旅游地产六条思路。
<<The study presents the timeline of cultural tourism industry in Tunpu of Tianlong from 1998 to 2017. Adopting the mixed methods of normative research and empirical research,and comparing synchronically and diachronically,the study finds that although there are many achievements,some problems still need to be addressed. Taking these problems into considerations,the present study proposes a realistic way to develop the cultural tourism. The problems can be addressed by establishing a recognition system characterized with “the tourism intelligence platform,the map of all-area tourism-based development,global tourism map,multidimensional promotion system”. It needs to adhere to the two main approaches of “poverty alleviation +tourism” and “big data + tourism”. Besides,three transformations and changes need to be made. Meanwhile,the cultural tourism should ensure the coordinated development among government,tourists,tourism companies,and cultural holders. Five tourism modes can be adopted,namely,“agricultural culture + tourism,industrial culture + tourism,distinctive culture + tourism,ethnic culture + tourism,and popular science culture + tourism”. Finally,six themes should be followed,including direct utilization,overall promotion,restoration,centralized exhibition,theme attachment,and tourism real estate.
