城市公共排水设施是城市基础设施的重要组成部分。我国的排水设施历史久、类型多、运行状况多样复杂,且管理模式传统,排水系统已经难以有效应对城市内涝、水环境污染等问题,排水管理的发展已经到了亟须创新和突破的阶段。特别是党的十九大以来,伴随着“两山经济”、“三去一降一补”、改善生态环境、黑臭水体治理等政策和措施的出台和实施,“排水”开始受到了更高的关注,许多城市开始对排水管理的新模式进行探索和实践,“智慧排水”作为建设智慧城市的先导应运而生,是排水管理需求和信息化进程并行发展到一定阶段的产物。《粤港澳大湾区发展规划纲要》的出台,也意味着粤港澳大湾区智慧城市建设将驶入快车道。本文系统研究了如何把排水管理体系打造为数据资源化、运营智能化、管理精准化、决策科学化的智慧管理体系,从生态环保和城市保障两方面为智慧城市建设奠定基础,以进行科学化、数字化、网络化、智能化的管理。

The promulgation of the “Outline of Development Planning for the Guangdong-Hong Kong-Macao Greater Bay Area” also means that the construction of a smart city in the Guangdong-Hong Kong-Macao Greater Bay Area will enter the express train. This article will systematically study how to build a smart city management system from the aspects of eco-environmental protection and urban security by building a drainage system management into a data management system,intelligent operation,precise management,and scientific decision-making.
