The collaborative governance of ecological environment is the first breakthrough in the process of coordinated development in Beijing-Tianjin-Hebei. Up to now，the collaborative governance of air pollution，solid waste disposal and water environment protection in Beijing-Tianjin-Hebei has made a series of progress. Based on the description of the effect of the collaborative governance of the eco-environment in Beijing-Tianjin-Hebei，this paper profoundly analyzes the dilemmas and causes in the process of collaborative governance of eco-environment in Beijing-Tianjin-Hebei，such as the coupling disorder of resource-economy-environment system，the internal benefit conflict between the eco-environment and industries，the vicious circle of trust crisis and inefficient cooperation，and the serious fragmentation of the collaborative governance of the eco-environment under the administrative barriers etc.. And combined with the successful experience of the international regional collaborative governance of eco-environment，it discusses deeply the breakthrough path choice of the collaborative governance of eco-environment in Beijing-Tianjin-Hebei，which is to speed up the construction and improvement of a “Green，Open，Coordinated，Innovative and Shared” industrial symbiosis network in Beijing-Tianjin-Hebei.
