In 2018，Hebei’s technology-based SMEs have developed rapidly and become an important support for the main body of market activities in Beijing，Tianjin and Hebei. Under the new situation，but the enterprises still face technological，capital，talent and policy bottlenecks in achieving innovative development and high-quality development. Based on the analysis of the quantitative structure，industry layout and innovation development of high-tech SMEs in Hebei Province，this paper put forward some corresponding countermeasures and suggestions.
