The 13^th-five-year plan period is the crucial period for China’s transformation and upgrading，the decisive stage for comprehensively constructing a moderately prosperous society and also an important strategic window of opportunities for the five special economic zones. The economic structures have been constantly optimized and upgraded when China’s economic development has entered into a new normal，and in such circumstance，the social security development of special economic zones is faced with new situations，new challenges and new opportunities. This report sorts out the basic situations of the social security development of the five special economic zones as Shenzhen，Zhuhai，Xiamen，Shantou and Hainan in 2018 from the aspects of social insurance，social assistance and social welfare，and summarizes the achievements of social security development of the five special economic zones. Starting from the current limitations and challenges faced by the five special economic zones regarding the social security development，suggestions on the measures for the social security development of five special economic zones are put forward from the aspects of the social security system，relevant policies and regulations，social assistance，social security funds，social security informatization construction and etc.，so as to further highlight the important role of social security in developing and improving the people’s livelihood and provide solid guarantee for China’s comprehensively deepening reform and pushing the high-quality economic development.
