The New York Regional Planning Association developed and implemented “The Fourth Regional Plan：Making the Region Work for All of Us” in 2017. Which is guided by four core values fairness，prosperity，health and sustainability that serve as a foundation across issue areas. And it is organized into four action areas includes institutions，climate change，transportation and affordability that represent major challenges and areas of opportunity. This article focuses on the implementation of the fourth regional plan，supplements the analysis of the synergistic relationship with the plan of the New York City，and proposes the experience and inspiration for the implementation and promotion of regional integration and the planning of metropolitan area.
