In the context of the increasingly complex and competitive media environment，the newspaper industry in China has long been declining. However，the good news is that the downside in the whole newspaper industry has been alleviated and slowed down. As an integral part of China’s newspaper market，the newspaper industry in Hebei basically maintains the same development trend as the national press market. In addition，it is featured with large gross scale and insufficient development potential. In light of these characteristics，this report attempts to put forward beneficial approaches for the future development of Hebei newspaper industry，through exploring these three aspects of non-newspaper income，the establishment of the profit models based on contents and the construction of the exit mechanism.
