The healthy and sustainable operation of modern social security needs the support of the rule of law. During the 13th Five-Year Plan period，China’s social security rule of law made progress in the formulation and revision of laws，and the richness of local legislation deserved attention. Looking forward to the 14th Five-Year Plan，we need to soberly realize that there are still many deficiencies，lags and inadaptability to the social security rule of law. To this end，it is necessary to uphold the top-level design first moderately forward-looking，help integration and unity to overcome fragmentation，strengthen the law enforcement of sanctions supervision and legislation，and complete the “Social Assistance Law”，“Retired Army” The enactment of the Law on Human Security，the Law on Social Welfare，the comprehensive revision of the Law on Social Insurance and the enactment and improvement of relevant supporting laws and regulations，and the strengthening of the enforcement of the Law on Security. Therefore，the social security rule of law to a new height，become the new era of national governance system and governance capacity modernization of the important components and support to better meet the growing needs of the people for a better life.
